Cost estimation of transition to the licence software
Owners of firms most of all excite “eternal values” that is money, – business develops, there is money (profit). In given article design business is considered. It appears, to do projects – business quite favourable, though also original. As an end result and a working material resource the intellectual product here acts.

Where money will go? How to dispose of profit? The head has paid municipal payments, has paid out the wages to employees, has organised repair (or even has constructed a new building), has bought office equipment, furniture, and can, something else?

The head has decided to buy at last the software – somehow unpresentably to work on stolen CAD. Serious business demands faultless reputation.

But here a problem: money suddenly it appears a little. Surprisingly: the head – the competent financier, according to the financial plan has allocated a budget part for development ИT. Expenses are defined proportionally: for example, is planned to spend at once for development of an information technology of 15% from the general annual budget and then to spend not less than 5% a year. It is very good figure – keeps within world parametres. The head understands that for performance of projects corresponding information-technical maintenance is required, and allocates a considerable part of means for development.

Here only in absolute figures the budget of the domestic design organisation is insignificant – the country at us while rather poor. And it is possible to spend only that money that has earned. No more. Means, to spend them follows as it is possible more effectively.

Now we will be more concrete – we take for an example an average architecturally-building design bureau number of 25-50 designers and we will try to calculate expenses for purchase and introduction of information design technologies.

That offer for money?

We take usual when constant expenses for updating of already existing technologies of work and gradual development new are required.

In our example the design bureau completely works some years in various CAD, has bought a quantity of the licences which part demands updating (upgrade). Requirements for updating of computer technics at present are not present – we will consider this article of expenses here.

** Software products AutoCAD MEP and AutoCAD Civil 3D are base branch software products, “ground” under certain directions of activity of the design organisations. But also they should be equipped with special supplements for optimisation of release of the documentation on national standards, means of export of the data in settlement systems. In Russia these products are offered without the built in appendices that essentially limits possibilities of users.

As a result of inspection it is established that, using the usual electronic drawing of base software products – ArchiCAD and AutoCAD, – the design bureau already has completely settled possibilities of increase of labour productivity. For the further growth it is required software more productive and specialised.

Therefore, certainly, except expenses on base software, it is necessary for design bureau to provide expenses and for specialised programs. The requirement in such software is various even for the design organisations within the limits of one branch: it depends on a profile of activity of the organisation, character and complexity of carried out works. We will admit, our bureau is engaged in designing and a binding a little-floor and medium-floor housing estate. We will look, in what money it will manage (table 3).

For specialised software it is possible to achieve essential quantitative discounts from sellers. Discounts are possible even on an upgrade – as the form of encouragement of loyalty of the client. As a whole on the given delivery it is possible to count on the discount to 20% from total settlement under condition of delivery of all software one supplier. Probably, even it will be possible to bargain to the sum of 1 600 000 rbl.

Why experts-designers should work in specialised software? Unless there are possibilities base (even branch) no graphic platforms?

Enough usual supervision to be convinced that in the lead positions occupy those organisations which besides usual software use also highly specialised.

Competent and skilful use of specialised programs also is the main competitive advantage of the design organisation!

Thus, getting software, the design bureau should solve two problems:
- to increase total number of the workplaces equipped CAD, to provide legitimacy of the activity and to exclude conflicts to the law;
- sharply to raise labour productivity of employees and their professional level.

Proportional comparison of expenses on specialised and base software


Simple comparison shows that cost of base CAD-products exceeds cost specialised (to manufacturers of such software already “there is no budget” the user)! At the same time on 50% of workplaces the specialised software is established as the appendix to the base. Appendix installation on a counterfeit base product leads to the conflict to the law.

It means that the design bureau will be compelled to spend money not too effectively, first of all buying unproductive, but the extremely expensive software. Abundantly clear that at full purchase of base products on the others money simply will not suffice. Unfortunately, it is necessary to ascertain that acquisitions of so-called vertical branch decisions on the basis of any graphic platform it appears absolutely insufficiently. Because these products do not suit release of the qualitative documentation on rigid national standards. For creation in such programs of customised applications, options, working libraries the big and expensive efforts of programmers – only are required so it is possible to transform these products into really useful working tool.

An important point: whether on its own procurement software final cost item for the development of new technologies? Certainly, no. Except purchase of licences it is necessary to take care of qualitative training of experts and at least the minimum adjustment of some software products, at least. To agree with a software supplier about such service simply. If delivery and granting of services are carried out by the same dealer also the price for additional services, as a rule, is attractive. It is possible to count on some privileges and discounts. We will result calculation of approximate minimum cost of such services. At calculation it is considered that users-designers already own initial skills of work in base CAD-products, therefore the accent is required to be made on training to skills of work in specialised programs. Training is spent rationally: on each course experts come after testing or preliminary training.

Unfortunately, the dealer not always can provide training to the highly specialised programs, therefore some experts should be sent to the specialised educational centers. In some cases it leads to training rise in price approximately twice that is considered in approximate calculation (table 4).

*Calculation was made for market prices of the official authorised educational centers for 2007 with discounts at purchase licence software. For a basis the average price of training of one expert in the concrete specified product (or to a course) in three cities is accepted: Moscow, Nizhny Novgorod and Yekaterinburg.

Let's notice that expenses for training are not single. Distracting on training at once set of experts, the bureau would incur heavy expenses, and the main thing – would threaten performance of an operating schedule of designing. Therefore in our example training goes gradually – it is planned for the whole year after delivery software. It is the reasonable approach which also allows to save money.

Let's consider, to whom money is necessary.

Advertising noise concerning CAD-technologies simply deafens. Enormous money goes on maintenance constant “an information background” around in general enough boring tools of modern plotting. Here and advertising posters with glamour pictures, and enthusiastic articles with muffled sense, and mysterious examples of improbable projects, etc.

Similar “advancement” software products touches, you will not familiarise yet with the big prices for licences CAD. However how differently to support army of managers, advertising agents, experts in marketing, designers? As they say, oats now roads. For the largest CAD-brands the essential part of the price of the licence is made by mad stockjobbing – it is considered to be that normal business should exist in the form of open joint-stock companies. Actions should somewhere “to be quoted” with them should “to play about” financial speculators. Similar financial games have what relation to technology of design works – to judge difficult, but is doubtless that brokers and financial analysts need to pay much so, the licence price includes also these expenses.

If to take the conditional average price of the licence good mass CAD – 3000 dollars (and it without national taxes), that, possibly, its true cost will be somewhere around 1500 dollars Why it so?

Look at the scheme of work large the software companies. It like would differ nothing from any other business. There is a work clear split: research division of the software company “rolls out” to rigidly set term the next release of the program, begins at once in advance planned advertising campaign, consist dealer or distribution contracts, managers leave on presentations of a new product and negotiations with clients. Here only operational logistical costs are non-comparable to any other goods – programs and licences for them entirely a virtual product. Such situation developed throughout several decades. All not bad works – is provided with the high price of purchase/resale of the licence. But gradually this system starts to work on itself, ignoring the end user.

Working out of new software products becomes the weakest part of the conveyor. The special secret is not present: to developer of CAD the final user-designer is uninteresting – it not for it works. And for whom? Only for this purpose, who buys the goods or the decision on its purchase makes.

And so, the decision for choice this or that CAD is accepted not by the designer, and certain “the expert”-leader – for example, head IT-services of engineering firm. Manufacturers and sellers communicate with it software.

Multistage system of resales of licences for programs: vendor – the distributor – the dealer – IT-service the client etc. – it is capable to lead to full isolation of a product from the end user. In this conveyor the laws – laws of movement of money work at resale of licences.

How the manufacturer arrives? It hands over the goods for a wholesale price (approximately with the 50 percent discount) to system of distribution which distributes further its dealer network. The developer gives the goods and at once starts creation of a new product, and technical support and advancement is carried out further by a trading network. As the program licence – the goods the extremely elastic under the price (it not bread and not milk) the price for the end user grows in a chain “the distributor – dealers” on 25%, and for the end user in a chain “the dealer – the client” to the price 25 more% are added.

Why so the price promptly grows? The matter is that process of advancement and sales of licences CAD remains to the final client extremely labor-intensive and archaic. Probably, the licence for CAD-programs and did not become the high-grade goods with value obvious to the buyer and are on sale with a scratch (thus value of programs of doubts does not cause in the user). After all not the end user defines, what tool to it “to draw”. Sale of licences is based on practice of belief of set of intermediaries. For example, process of sale of hundred licences in the company-client of the average size can take about two years and demands efforts of ten highly paid experts. Paradox: at sale of means of automation the most primitive forms of personal relations between the seller and the buyer are now used!

The set of dealers does as much as possible favourable offers to the limited quantity of solvent clients. It is a lot of dealers, but the goods at them, as a rule, the identical. So illusion of a free choice is supported. Sometimes there are the corruption schemes based on a difference low wholesale (dealer) and retail prices. The high final price of the licence tempts to do “recoils”. Thus, modernisation of manufacture and designing automation can be reduced to banal “saw cut” money between supplier IT-services in the design organisation. In this case bought CAD and convenience of work of the engineer it is better not to recollect economic efficiency. Unfortunately, in the high prices for licences are interested very many, besides they have no relation to designing process (that is to direct work with programs), to process of creation of programs. As they say: process – everything, result – anything: Let's consider, as force to spend money.

So, problems of development of an information technology cost of delivery of programs and accompanying services is formulated, defined. The owner of design business looks in a purse and plans expenses. It has 15% from an annual turnover – how many it?

Let's admit, the design bureau carries out orders approximately on 30 million rbl. a year (modest enough and realistic estimation). Thus, on IT-development it is possible to spend to 4.5 million rbl. But how it is planned to distribute this money?

Apparently from drawing, the part of money leaves various outsourcing to the companies which perform specialised works: carry out adjustment and administration of a local network, server preventive maintenance, service of devices of the press, purchase and delivery of account materials etc. The large design organisations on it essentially save – perform corresponding works as forces own IT-divisions. Small bureaus (our example) such cannot afford, therefore their expenses for various kinds of IT-service are rather great.

What turns out? Money for purchase and introduction of software it is allocated not too much: there are only 50% from and without that modest budget! How will effectively dispose of the small sum of 2 250 000 rbl.?

Here, parting forcibly all the elbows, the first resort to a pie most “hungry and requiring” – dealers large the software companies. It is possible to understand them: software which they sell, – the most widespread. Here only not the most effective from the point of view of the designer. Consumers know for a long time it and try to use base software only with special supplements.

For reception of the share of money for programs large manufacturers it is developed and the mechanism of noneconomic compulsion to expenses operates. You do not wish to buy – there will be conflicts to the law. It is made under cover of maintenance of commercial copyrights and the international legal agreements. But why before a nose at the consumer it is necessary to swing an is administrative-legal cudgel? Very simply: otherwise will not buy.

It is true. The consumer will not buy the goods (a product, service) which price seems to it unevident and unreasonable. After all that it for the goods, base software? Something like the right-hand drive car with a low road clearance, without corresponding internal furnish, and is frequent and without wheels, without doors, without: without: – it is possible to continue long. But there is a body and the engine on which trade marks are screwed and there are serial numbers. That's all. And for very big money. The high price “a half-finished product” it is proved by that at creation of these programs research works expenses on which are put in licence cost have been spent.

Probably, about twenty-thirty years ago so it also was, but now already recognise mass CAD innovative product cannot anybody. Moreover, mass base graphic platforms – the most technologically conservative software products. After all huge, increased for many years in times the army of users also cannot apprehend fast and fundamental innovations the software company of the international level.

The majority of giants cannot develop dynamically. Large the software manufacturer frequently simply buys already ready innovative software product which with use of all marketingovo-advertising power advances on the market from the small company.

Certainly, manufacturers of trade marks and registrars of serial numbers cannot forgive infringement of the commercial, author's and adjacent rights to anybody. For protection of the rights they create corresponding legal possibilities.

And who comes then, after tenacious international vendorov-majors? Sellers and manufacturers of specialised software products. Whether they can frighten the client of sheep-dogs, whistles, epaulets, references to Old testament precepts? Certainly, no. Reputation, quality and functionality of software product – here the bases, being guided on which consumer gives rather small money to these developers and sellers. Especially it is characteristic for a settlement-analytical software, after all behind each decision there is not an army of managers and lawyers, and reputation of a school of thought, a design technique. The more specialized a product, the big it possesses innovative and scientific potential, but (alas, it objectively) less it is extended by that. It is a little narrow experts.

Absolutely differently it is constructed in small the software companies and work with the client. Programs absolutely free of charge and for long term are given to clients for test and approbation, and experts-developers aspire to advise as more as possible carefully the customers, quite often creating separate releases specially under their specific targets. To wait such service from the large manufacturer it is unreal. In a word, in this case money a software supplier overworks, instead of is extorted.

In general all is clear. Big the software company earns on the back – licences for its products millions experts should use. Therefore the main motivation of the international major – continuous increase in sales. The rest any more has no value. Small the software company cannot is successful exist only at the expense of sale of licences. The quantity of users at it is limited, therefore its business is more various: consulting, training, technical support, performance of appendices to order. Users very much appreciate it.

Let's consider, who should give money.

And why not to raise the question absolutely in another way? Why not to give the right to make the decision on purchase of the licence for the professional software to each designer personally?

Surprisingly? But why? Everywhere and always the expert owned the tool of the work: the soldier – a sword, the shepherd – a whip, the navvy – a shovel, even at the executioner was the tooling. Professionals “state” did not use. And the engineer-designer had own favourite case of drawing instruments, a set of convenient rulers and qualitative pencils. Personality of the working computer (laptop) too doubts does not cause.

Why now the engineer should face to the heads with the stretched hand – buy to me here this program! The program is necessary to the expert – buy itself, the licence will be yours. That can be easier! After all the licence for the program – a thing compact, does not occupy a place much: it not the machine tool, not a nuclear reactor. The worker of the employer, the customer has replaced – the licence all the same remains with it.

“And the licence price on CAD?” – you ask. It after all is great. Who is in senses capable to lay out at once the, suppose, the three-four-monthly salary for such strange thing, how the licence for the program? Correctly, anybody. It is considered that the licence should be bought by the employer – the legal body. But whence the head, the director, the owner of design business precisely learns, by what programs the designer should be supplied? What for it is necessary for them, if them the end result – the ready project interests?

Let's consider a situation more in detail. Abundantly clear that not all software products are used by the modern designer with identical intensity. It concerns also applications of various tools and modules of the most popular CAD-programs. We will distribute products on a small amount of criteria (table 5).

In general, it is possible to draw following conclusions:
- (Adaptations under the concrete user) the part of the most common tools connected with ergonomics of performance of routine operations of plotting is subject to an individualization only. Actually it also is the individual working tool of the designer;
- Cost of licences CAD can quite be defined by character of use: individual, collective, periodic etc.

How many professional software products are required to the modern designer? Certainly, it depends on designing branch, but in any way less five or six. Whether the administration of the design company is capable to provide such inquiries of the designer? Probably, is not present is not so much expensively, how many it is difficult from the organizational point of view. After all each designer has got used to work with own set software. The quantity of variants of such sets is too great.

Most reasonably at the centralised purchase of licences to get only seldom used and expensive software products in a variant of floating network licences. It is the most effective. On mass, often used and flexibly adapted CAD it is better to give the licence to individually each designer. But this reasonable logic is out of an existing economic reality – for the private person the licence price even on the elementary and widely known CAD is great. We will consider, as it is necessary to spend money.

First of all the head of design bureau needs to understand – the monopolism of the offer already is not present. It is a lot of software products, as well as suppliers. There is only an information lack: where, as well as what ways to solve the problems and in what money it will manage. There is no public competent comparative expert estimation of such ways. We hope that this article will open the weighed and substantial discussion on this point in question.

Very often at discussion of structure of delivery, quality of products and character of services artful managers can mislead the customer, as well as importunate advertising. We will result some dodges from an arsenal of sellers:
the statement: it is necessary for you to get immediately certain quantity of licences for software products. Otherwise on a choice: suit, the ruinous penalty, prison, execution on a place (necessary to underline);
the reasonable answer: our organisation will spend only that money which has already planned. We are ready to long-term cooperation, are ready to consider variants with gradual purchase software, calculated on some years. If the seller is not ready to make concessions, we will choose other seller-supplier and other software products;
the statement: only this set of software products (specification) is necessary for the consumer. It definitive and to discussion is not subject;
the reasonable answer: the choice of software products will gradually occur, only after test operation and preliminary training of our experts. We suggest the seller to consider delivery in some stages, correcting a set of products and quantity of licences at each stage of delivery;
the statement: only offered software products are capable to work with the necessary formats of files. Other formats of the data – either incomplete, or defective;
the reasonable answer: there is enough considerable quantity of the various programs supporting the most widespread formats of data CAD. Besides, the international interplatform standards intended for data exchange are applied. It is easily dealt with technical question;
the statement: effectively to organise work with electronic projects it is possible only in certain software products. Otherwise it will not turn out;
the reasonable answer: we will independently choose only those software products which most correspond to the technique accepted at us and an order of conducting design works. Let offered technologies at first will prove the efficiency in practice;
the statement: to buy programs it is necessary strictly in a certain order. At first that are more expensive, and only then that is cheaper. Because expensive products the most necessary and functional;
the reasonable answer: it is far not so. We are ready to buy only effective and most necessary products which will allow to earn money faster. If we can raise the efficiency, we will have a possibility to get expensive programs;
the statement: it is strictly forbidden to work in the appendices using got illegally/received graphic CAD-platforms. Work of appendices on a counterfeit software is impossible;
the reasonable answer: in one licence agreement in open CAD-platforms there is no mention of an interdiction or restriction of work of program applications. Our company is ready to get CAD-platforms only under condition of their conformity to design technologies used by us. The decisions offered by sellers, can be too costly for us. But we are ready to consider all variants: rent of licences, leasing, sale with a delay etc.

Any variants, except rough exclusive pressure are possible. The alternative is always.

Amazingly, but still five years ago about any alternatives to possession and use of licences even speeches did not go to Russia. A bolshego variety and flexibility of professional tools was demanded by powerful both fast development of the country and increase ИT-qualification of the Russian designers. On level of distribution of CAD we have already caught up with all developed countries. There was a new generation of talented, well earning, successful and independent experts, able to consider the time and money. Than the head of the design bureau can take advantage now, wishing to gain the maximum effect from investments in CAD-technology?

First, world ИT-industry offers free or experimental workings out with the free licence, i.e. individual, different quality and appointment free CAD-workers exist.

Secondly, in many national markets already there are quite decent on quality and accessible to the ordinary user under the price analogues of popular world brands CAD. First of all it is a question of graphic platform AutoCAD (Autodesk). Occurrence of its quite working analogues speaks both high quality of the mentioned brand, and considerable cost of the licence on AutoCAD. Getting analogues AutoCAD, the user saves money, reliably protects itself from problems with the law and receives full compatibility with all products of manufacture Autodesk.

The prices for analogues AutoCAD are insignificant and comparable with cost of the pocket computer-communicator. Cost of such individual licence is quite comprehensible to the Russian designer. Therefore the employer-head can apply a principle of direct economy – let each designer himself can afford to buy “a pencil”. But it would be wrong to bypass a side of the problem and difficulties which the user who has chosen a way of independence will face:
- He should understand that now personally enters legal relations with the supplier and itself is responsible for a stage of installation and licensing of the got/received product. It will demand careful observance of procedures of reception of the licence and registration. It is necessary to remember that essential legal restrictions are imposed on use of not registered or incorrectly installed products;
